Watford Rural parish dates from 1894 and has covered only the area around South Oxhey and Carpenders Park since boundary changes in 1952. The local historian Neil Hamilton says the estate's police were first based in old cottages at the Gosforth Lane entrance to Oxhey Woods, which were pulled down around 1952. The new police station on Oxhey Drive opened in January 1953. Behind the council offices lay a works yard. The 1960s Ordnance Survey marks the police station next door, with Pond Wood behind it. Hamilton knew the yard as the council depot, and photographed it from the police station roof before and after it was pulled down, probably in the early to mid 1990s. During the demolition he saved London County Council papers, including early 1950s shop front plans for Station Approach and St Andrew's Road.5,126,140,141,156,165,207,208,264,290,455,456,458,713

On 7 April 2011 the offices hosted the first public open day of the South Oxhey Initiative, the consultation that led to South Oxhey Central. It drew 370 visitors, who marked their choices on display boards with green sticky dots. In June 2026 Three Rivers councillors agreed that the parish council could write its own neighbourhood plan. The parish council still has its offices here.
